So we know we don't want to exceed 18 dollars. 

So what we want to know is how many times can 2 dollars go into 18 dollars. 

We would do 18/2 = 9

Now the answer is 9, so we know we can buy 9 pounds of apples without going over 18 dollars.

X is the number of carpeting done
22x+100=25x+70
22x=25x+70-100
22x=25x-30
22x-25x=-30
-3x=-30
x=-30/-3
x=10

A person would have to do the carpeting 10 times in order to pay the same price for both companies (equal).
I dont know if that's your question but this is what is usually asked when giving a problem of that kind.
