The two states that were not part of the nine needed to legally ratify the Constitution but were sought for ratification in order to ensure a strong backing of the Constitution were New York and Virginia.

Although the Constitution was ratified by the required number of states, it was important that New York and Virginia also ratified the Constitution because the new government would need the support of large states to be accepted by the country.

The Constitutional Convention Delegates approved the Constitution on September 17, 1787. On September 28, it was sent to the states for the ratification process. It was needed the ratification of nine states to be approved. The first state that rarified it was Delaware on December 7, 1787.
