Its a modifying word or phrase that the subjectof the adjectives is not clearly stated.

Explanation:

Flashing lightning and thunder, the little bunny struggled through the storm.

This makes it seem as if the bunny is flashing the thunder and lightning. To fix it we would write

Flashing lightning and thunder, the storm raged as the bunny struggled.
