The United States feared that if communism was successful on Vietnam, the rest of the countries that border it would soon turn into communism and those other countries that border that new communist country would also be converted to communism and so on. 3. The Congress cannot suspend the writ of habeas corpus means that the Congress cannot deny the right of the criminals to stand before a judge and learn the charges they face that enables them to defend themselves.
