That would probably  impact negatively because just with us people living on land we pollute the bodies of water near us ... so if we started living on water that wouldn't make it any better

With a lot of people in the U.S., it would be pretty much impossible to get the exact population. It was a controversial issue that had mixed opinions by the delegates. There were many of those that argued against slaves being counted at all.
