That would probably  impact negatively because just with us people living on land we pollute the bodies of water near us ... so if we started living on water that wouldn't make it any better

An estuary is where a river or stream merges with the ocean.

The intertidal zone is the area where the sea and land meet between high and low tides. Tide pools in the Monterey Bay National Marine Sanctuary. Intertidal zones exist wherever the sea and land meet, from sheer rocky outcrops to long, sloping beaches and tidal flats hundreds of meters long.

Along most coasts, the intertidal zone can be clearly divided into sub-zones of high, mid-tidal, and low-tidal zones. The intertidal zone is any of several marine biomes or habitats, including estuarine, shallow water, surface, and deep waters.

An estuary is a partially enclosed coastal body of water where fresh water from a river or stream mixes with salt water from the sea. Estuaries and their surroundings are places of transition from land to sea.
