Answer:

This is just your opinion, as long as you have a valid reason to back it up, I think you should be fine.

My answer would be c. mostly disagree. If you tax businesses more wen they succeed, you don't promote growth of the economy, you are creating a negative incentive. However, there is a valid point that it is "fair" to tax businesses trying to grow less money than bigger ones in order to help them get a start.
