Answer:

The Soviet Union was concerned that he was somehow connected to the, "Cuban Missile Crisis", They wasn't wrong. So the Soviet Union tracked down the aircraft which Major Rudolph Anderson was on and they found out that he was photographing secret locations of the tactical nuclear weapons which was Positioned near America's Guantanamo bay naval base.
