There are many ways in which you could describe the tone and mood of these passages. The tone refers to the type of language and the words that the author uses. On the other hand, mood refers to the feelings that the reader feels when reading the text.

In the first case, the tone is a factual, admiring one. The mood is a grateful one. In the second case, the tone of the excerpt is one of indignation, but the mood is hopeful and inspiring.

1) its educated yet opinionated

2) it has a tone of disgust toward injustice, comparing it to an oozing sore

and its mood is that of a call to action.
