I would think it would be what the child looked like so if they looked more of the ethnicity then that is what they are classified.
Indira Gandhi has faced a number of major problems. Gandhi was facing a very strong political opposition in the country. The population of India was very unsatisfied with many aspects of her politics, such as her violent answer to the protests, corruption and forced sterilization.
