As wendy's mother has blue eyes and blue eyes is controlled by recessive allele therefore she must have genotype bb. As wendy father is having brown eyes then he can have genotype BB or Bb.  

Therefore as a mother is homozygous recessive so one recessive allele will come from father and for brown eyes phenotype dominant allele is important. So wendy must have genotype Bb.
