The Regulator Movement was a group of “watchers” that decided to take law enforcement into their own hands because they wanted to protect the settlers from outlaw gangs in the area.

In the 1760s, a Regulator movement was developed in western South Carolina. Groups of people were interested in <u>establishing law and order and gain fair representation</u>. The citizens created organizations to work on governmental issues. They even operated Courts in some districts.
