Walter Scott is a person who was killed in broad day light by Michael. He was gunned down by Michael - a police officer from North Charleston, South Carolina. He was taken into custody and was charged with murder charges. People believed that he killed him due to racial intentions or racial hatred, eventually leading to a controversy.

The case was handled by the Federal Bureau of Investigation, South Carolina Law Enforcement Division (SLED). The Office of the U.S. Attorney for the District of South Carolina, and the Justice Department's Civil Rights Division.

Here Orwell implies that there is no real difference between the two, which is how he uses irony in this excerpt.
