Big problem is also the infrastructure, as it is relatively bad condition, so even what is produced is usually consumed locally because the products can reach the markets in saleable condition. The population growth is quicker than the agricultural growth, so there's a very big problem with malnutrition. The governments are putting lot of effort in this sector, but they are very limited financially, so it is going very slowly.
