I believe the answer is: A.  The Declaration cannot be enforced because each nation has its own sovereignty.

This mean that a country does not have the jurisdiction to determine the type of legislation that shall be made by other countries, even if it's based on good intention. But, the universal declaration of human rights create an internationally acknowledge standard on the things that can and cannot be considered a violation of human rights.
