President Ulysses Grant created the Peace Policy in 1868. He realized there were many problems with the Indians at the Plains and that the Indians had many problems to survive at the Reservations. The new Peace Policy still insisted on removing Indians to take them to the Reservations and invite then to be part of the white American society. Grant replaced corrupt Indian agents and sent the Army to the reservations to protect the Indians from any white people attack, but also attacked the Indians who did not stay in the Reservation.
