A major obstacle to developing good human relations skills is that A. people fear taking risks.

Risks have a chance of having positive or negative effects. While everybody wants to have the positive effects, the negative effects may hamper their "safety", and may not make the positive effects seem "worth it". Therefore, many people do not have the skills they need for conversating, for fear of the risks of making relationships.
