The peasants would be unable to provide enough for the quotas and so their goods were simply taken away from them and instead were given to the cities and the military. Millions of peasants as a result would starve to death and would end up moving to the cities where all of the food was being sent.

The transition to collectivization result in widespread starvation, Peasants were not allowed to keep food until they met government quotas.

Further Explanation

Throughout, the year of the 1920s and 1930s, the Soviet Union encountered a group of hunger strikes which pointed to the divestment of millions of people. The principal cause of such starvation was the evidence that the administration established specific portions which turned to be the biggest challenge for the farmers to meet. Fabric and other food were often sealed by the government and could not be used. However, there is still some discussion over whether the hunger was an outcome of bad policy or a conscious act of genocide.

The forced collectivization of agriculture as a policy of the Soviet first five-year plan expectedgrain support due to rapid industrialization, which resulted in decreasedfarm workforce, andnumerous bad droughts. The famine is regarded by some archaeologists as a voluntary act ofgenocide upon ethnic Ukrainians and Kazakhs. While other authorities discuss the significance ofany ethnic motivewhich focuses alternatively on the classdynamics among land-owning farmers (Kulaks) with substantial governmental interest, and the ruling Communist Party significant systems which were diametricallycontradicted to those interests. Before the famine, approximately60% of the republic residents were Kazakhs in Kazakhstan, but after the starvation, only 38%of the Kazakhs survivedbecause of hunger.

Answer:

the creation of a tribal government with representatives selected by the tribe
