During the 1920's people heavily invested in the stock market because the stock market kept going up. People borrowed money stocks. Therefore, the average person was allowed to buy stocks not knowing the entire risk.

Finally, after many debates, the compromise was that they were going to count three-fifths of the state population of slaves toward the total population of the state.
