Plot techniques are elements that an author uses in writing in order to convey specific information. These methods are used in order to develop the narrative in an efficient or creative way. In the story "Condensed Milk," several techniques are employed to make the story deeper or more interesting.

Two examples of these methods are the use of irony and foreshadowing.

Irony occurs when a particular statement appears to be something in the surface, while in reality being something different. When Shestakov encourages the rest of the men to go forward, he promises that no harm will come to them. This is an ironic statement considering how dangerous their mission will be.

This is also an example of foreshadowing, as it suggest to the reader that problems will befall the men:

‘Let’s go farther,’ said Shestakov.

‘Don’t worry, it won’t kill us. Your socks will stay in one Piece!

Foreshadowing occurs when an author suggests to the reader that certain events will take place later in the narrative.

Answer:

A starving child rests alone on a bench, braving the streets until school can become a safe haven for her and many others when morning comes.  This child is among millions of others who have, across decades, seen school as a safe place to escape the dangers of the outside world.  Despite argument that providing healthy school meals would increase taxation, and the intrinsic, patriotically grounded fear of communism and socialism in America, the overall benefit of the process would greatly overshadow and withdrawals, through combatting the wealth inequality, and providing a chance for all.  

Healthy, free meals would combat the wealth inequality through necessitated taxation, but also reduced food prices for needing families.  In a study by the Food Research & Action Center, "research show[ed] that receiving free or reduced-price school lunches reduce[d] food insecurity, obesity rates, and poor health. In addition, the new school meal nutrition standards are having a positive impact on student food selection and consumption, especially for fruits and vegetables."  These benefits cannot be ignored, as they not only temporarily boost morale and health, but also create lasting impressions on the subject students, helping to permanently develop good life habits.

Compounding this effect, by applying the change to the entire community, one can possibly eradicate the effects of peer pressure, which could lead to lasting effects of the area, helping to assuage community crises.  In a quote attributed to the First Lady, Francis Wolf, by the Department of Education in PA, anyone may "Ask any teacher and they will tell you that food is a basic school supply – just like books, just like pencils."  This quote cannot better support the cause, showing how food is not merely a necessity, but a valuable asset, in which quality and quantity are essential to proper development.  In helping select and develop specific foods, administrators are inspiring everlasting change in their community, helping to enhance the experience of all students, and most importantly, it would do so equally.
