How does the design of base-isolated buildings reduce their risk of damage by earthquakes?

Based isolated buildings face less damage than other buildings when disasters such as an earthquake strikes because in the base or foundation of those buildings, there are shock absorbing springs. Whenever an earthquake comes, they ‘absorb’ the shock by moving gently back and forth whereas the other buildings shake violently and thus the damage to those buildings are more as compared to base isolated ones

Well if the base of the building is stronger there could be a great chance that the building wont just collapse.

Finally, government authorities influence land use through the control of development, overall transport policy and the siting of roads, and by local authority house-building and comprehensive redevelopment.
