Moreover, many people were affected by starvation, lack of basic necessities. The war with France and Napoleon in the previous century also had a drastic affect on the Russian empire.

Moreover, their unwelcoming foreign policy made it difficult for the Russian people to prosper economically.

- Facilities were to be upgraded to meet Federal standards.
