Proper sanitation is a need because without it disease is easily spread. Overpopulation creates a strain on any sanitation system, and in the mid to late 1800s, there was really no system for sanitation in New York City. All of the other options were not a major issue for people during this time period as they were not seen as necessities, only luxuries.
