The answer is C: Every dying person needs someone to mourn his or her passing.  The lines are describing the desire  and need of the parting soul. <em>For it depends on an affection from someone who can mourn their passing </em>and requires that their sympathy be expressed in their crying and tears for the one that is leaving this world. Not all dying people see a loved one crying when they pass.
