There're all sorts of things you can recommend. Let's say a fitness corner where youths can keep healthy and exercise, a skate park where youths can skate and hang out with friends, maybe a park where they can take a walk or cycle with friends, or an indoor ice-skating ring where youths can learn how to ice skate. Then you have all sorts of courts like basketball courts, badminton courts, football fields and large fields for them to have a picnic or fly a kite.
