the equation of an exponential function usually looks like:

b is a number called the growth factor

In this problem

we have

f(x) =\frac{1}{5}(15^{x})

where

\frac{1}{5} -------> is the initial value

Let's say... 

10 Pigs in total... Horses is 2 times more than pigs so 
20 Horses in total... Cow is 4 times more than horses so
80 Cows in total...
