Federalists swore to attach a Bill of Rights to the Constitution as soon as it was ratified. Thus, the Bill of Rights was written in 1789, and was officially added to the Constitution in 1791. It comprises the first ten amendments to the Constitution.  Federalists also assured to support the amendment that would reserve for the states all powers not specifically granted to the federal government. As a result, Massachusetts ultimately voted to ratify.
