We have been given two concentric circles centered at G and with radii 5 and 11 respectively.

(2) In the second part we are asked to find out if the circles are not concentric what additional step will be needed to prove both circles similar.  If we translate one of these circles we will have the same center and we also need to dilate one of the circles to get them similar.

Therefore, option (d) is the right choice.
