The present tense in english is very interesting.

We can find in this context: To be verb, Simple Present, Present progressive and Present Perfect Tense.

In the present perfect tense we need to built the following structure:

Verb to have + Present participle.

In this case with verb won ( which is a irregular verb) has as auxiliary verb the to have, then according this structure the option c does match with the question.

I believe say that “Simon nodded towards Bruce and told him it was time to call it quits for the day” could be improved with a dialog. Since The narrator is telling in reported speech something that Simon said. Thus being a perfect fit for a dialog. :)
