Russia built nuclear warheads in Cuba this meant they had first strike capabilities. In the event of launch Russia could hit the United States first.

Jefferson signed the repeal shortly before he left office. The Embargo Act was replaced by the Non-Intercourse Act, which prohibited trade with only Britain and France.
