When the two sides of the membrane have an unequal buildup of charged particles, there is a charge separation on either side of the membrane. One side of the membrane becomes positively charged while the other becomes negatively charged. This allows the accumulation of oppositely charged particles (here, the positively charged particles in the inside) across the membrane.
