Long-term v. short-term presidency: Some wanted lifelong terms down to two year terms--there were concerns of chaotic changes not allowing for stability and the states' rights side (Anti-Federalists) wanted the ability to change power often. 
There were also discussions regarding qualifications and powers of the president. Most of the disagreements were decided by compromise leading to the government that is created out of the Constitutional Convention.

Herbert Hoover thought that America and its economy would naturally recover from the depression, so he refused to have the federal government intervene or become heavily involved. By contrast, Franklin D. Roosevelt believed the federal government needed to take an active role in resolving the depression, and under his New Deal, he dramatically expanded the federal government to increase employment and establish agencies help relieve some of the country's worst problems.
