Explanation:

The Teller Amendment was an amendment to the resolution from the US Congress. It re-envisaged the US military presence in the state of Cuba and the Cuban Independence. The clause explicitly stated that the US cannot annex Cuba and the US needed to leave the control of Cuba for its natives.

In simple terms, it called for the US aid to Cuba in gaining Independence and after gaining independence the US had to withdraw its boot from the Cuban soil.
