This is going to be <em>limited government. </em>We did <em>not </em>want to have a government with too much power, which is why we <em>limited </em>it via <em>restrictions! </em>=)
If you put a house of the indus valley on the river or stream bank, now the fisherman have a shorter distance to the food, and they are closer to drinking water. with this said when you have low tide season on the water front, you have more fertile ground as to sow.

Just think, most of the early voyages dealt people wanting to get to the Indies to get riches/goods. Hopefully this helped.
