People reflect the laws.

Explanation:

The people are the ones with the morals and standards, it's like Umbridge in Order of the Phoenix. If people aren't happy, it's because the laws are tight and singular and possibly indubitable. Whoever enforces them has a strict constitution of said laws. Depending on these laws, depression and hostility can become common. This is only a dark side answer to this question, there are dozens of possibilities.
