The new German Empire, under the hand of Otto von Bismarck<span>, was steered carefully, always with an eye upon France, for the Franco-Prussian War (1870–71) had left France thirsting for revenge and for recovery of the lost provinces of Alsace and Lorraine.</span>

Answer: They went to go break up the strike. But it was at least to me a mistake for them to do so because when they arrived on July 4, 1894, riots broke out in Chicago, and 26 civilians were killed. A railroad yard was burned. So did Grover really help?
