Usually, the two people that tend to say this are either journalists or outsiders. Journalists usually say this because their entire job is getting to the bottom of a story and they know (through experience) that there are various sides to a single story. Each side told by separate individuals that were part of that story. Outsiders that are not part of the story itself tend to say this as well because they have a unique perspective and are many times unbiased towards what happened.
