Valarie ended up in foster care because Anya was taking care of her after her parents dipped on the two randomly. 4 years pass and no one's seen or heard from Anya. Valarie just assumed that she was kidnapped and she never stopped looking for her. Though with the years passing she was scared she'd never get Anya back.
