The correct answer is D, as they decreased hourly wages and salaries in the state.

The Liberty Ships were a series of artillery cargo ships built in the United States during World War II to satisfy the Lend-Lease Act with Britain, replacing the merchant fleet sunk by German submarines and to maintain supply convoys with the Soviet Union. The Liberty were called the victory ships.

Some 200 ships were built in the State of Georgia, where workers were hired who roughly built a ship every 9 days. In order to obtain this performance, the working hours were extended and more personnel were hired, reducing salaries so as not to exceed the expected expenses, all under the excuse of being an "effort for war".
