On April 4, Lincoln gave his approval for an expedition led by Gustavus Fox to provide resources to Fort Sumter. The plan foresaw that the expedition should not engage in battle in Charleston Bay but only supply resources to Anderson and his troops. If the Confederates opened fire, then the federal navy and the expeditionary troops would have permission to intervene militarily. Lincoln's intention was that if the Southerners intervened to block aid, and thus condemn the Fort Sumter troops to die of starvation, he could accuse them of aggression. On April 6, Lincoln informed the governor of South Carolina that the expedition would take place.
