They didn't try to start a nuclear war but they did lead a long cold war with the United States. They weren't crazy enough to start a nuclear war because they were aware of the mutually assured destruction idea so they didn't want to attack because they didn't want to also have to be destroyed in the process. They just led proxy wars around the world and militarized even more.
