Japanese throughout the warfare adopted the strategy of attacking the provinces in the Pacific fleet that were under the influence of the United States, through military activities in Southeast Asia so as to create unsteadiness in the supremacy of America.

The United States retorted to the growing menace by provisionally halting negotiations with the Japanese representatives, starting a full restriction on the exports to Japanese states, freezing their assets by United States banks, and sending provisions to China along the Burma Road. They also blocked the supply of oil supply to Japan and forced them to starve for it.

The matter was referred to a magistrate judge, who determined that Hester had "waived" certain of his ineffective assistance of counsel claims and his claim of abuse of discretion by the trial court. The magistrate judge also found that, notwithstanding his failure to exhaust certain claims of prosecutorial misconduct, the exhaustion requirement should be excused with regard to Hester's claims surrounding the statements of Thornton and Thomas.

Great Society programs were strongly geared towards progressivism and can be seen as a continuation of the New Deal of the 1930s under President Roosevelt. The Great Society programs were favored in the 1960s by several factors such as President Johnson's political leadership and the great successes of his Democratic Party in the 1964 elections. During his tenure, around 96 percent of Johnson government bills passed Congress, more than under any other president. Many of the legislative measures and resulting programs have had a significant impact on many areas of life in the United States to this day.
