Red tide is the term mainly used that are the main reason for higher number of fish outbreak.

Explanation:

Red tide is a phenomena that deals with huge growth of algae ( single-celled) in the ocean water , as a result it discolors the water. Scientists say that in the last few decades there have been huge increase in toxic as well as harmful algae as a result marine animals are dying .

Dead and rotten fish can be seen on the beaches, dead whales can be seen, shale fish harvesting has been reduced. Due to this red tide fishes are dying more, hence scientists are saying we are going to see large number of fish outbreak.
