In the legislative branch, proportional representation refers to the House of Representatives, which is made up based on population size of the state, while equal representation refers to the Senate, which has two members regardless of state population size.

So based off this knowledge, we can eliminate C. :) I don't think it's A or B because they are more concerned with change and advocacy than a "free time" thing. So going with this definition, I'd go with D ;) </span>
