The final stage of the Civil War came to an end in 1865 and the task lied ahead was of restoring the devastated and outraged Confederate states. As per the plan of President: all those engaged in the rebellion to be entirely pardoned except for the top Confederate leaders. Secondly, the agreed Southern States were persuaded to enact policies to negotiate with freed slaves as long as their independence was not threatened and enabling a new state government structured  after 10 percent of the voters participate in an oath of allegiance. However, some Congress members saw these measures to be too lenient and proposed military intervention for the Reconstruction.
