Well, I am a month late answering this question. Daniel Webster was a politician and supported the federal government doing actions that would help build our country. His support was towards federal action to stimulate the economy through protective tariffs, transportation improvements and a the formation of a national bank. He wanted to see America become more independent from outside trade.
(Sadly today, we are going the opposite direction.)
