In the late sixteenth century under the command of Queen Elisabeth I, who ruled between 1558 and 1603 and developed an aggressive policy of encouraging piracy, pirates in the service of the English crown were called corsairs and were given protection from the English state and contraband in the Caribbean. It was through these pirates that England secured sufficient capital to begin the exploration and colonization of America.
