People are selfish and they don't care about the life of other's so A is out, people don't care if the other's go to hell since they believe they will go to heaven so B is out, They could also quickly evacuate to a diffirent area when war occurs in their home front so D is out which leaves us with C, if there's no jobs then they won't get money to survive and buy a new home.
