Point slope form is $y-y1=m(x-x1)$. So what you would is put 1/3 as m.

y-y1=1/3(x-x1)

Then put in the point (3,-1) in the equation. 3 is the x and -1 is the y

So the point slope form is:

y+1=1/3(x-3)

To get it to the point where it is graphable, distibute the slope (1/3). Then subtract 1 from both sides. And that is how you get an equation graphable.
