Determining 1 option, 1 action or a specific course of actions from several options or alternatives requires to engage into a cognitive process known in psychology as <em>"decision making"</em>.
Some techniques include <em>7 steps</em>, some other include <em>5 steps</em> and so on; if we take the <em>5 step D.M. matrix</em> where <em>step 1. is Identify Your Goal</em>, <em>2. Gather Information, </em><em>3.</em><em>Consider the Consequences, 4. Make Your Decision and 5. Evaluate Your Decision</em>, then this group would clearly be situated on <em>Step Three</em>: "Considering the Consequences of the decision" <em>(some people also call this step "Weighing the evidence")</em> since they are considering writing leaflets with no guarantees of this alone being efficient due they would have to follow up with further calls.
