B. Virgil realizes that only believers reach heaven

Explanation:

Virgil was a non believer, but he was a good soul and because of that, he was able to stay in the purgatory. He wasn't worth to guide Dante into the heavens, but he did help Dante in other things, like crossing hell and the purgatory.

The first one lacking the water it needs to survive, the other most likely swallowed by the current. In the second part of the poem, the speaker turns to a more cheerful tone to describe the beauty of water.
